	1. Once released, would check that everything is working on a field scale as predicted by lab work 2. More monitoring - environmental monitoring curious, occupational health monitoring virtually non-existent. 3. “Safeguard” relies on people complaining and then being told “could be caused by anything”. 4. Should be proactive system, going out and checking both employees and residents. 5. Would identify where most likely to be ill-effects and investigate.
